The Tribunal finds contributor MERIDIAN's observation the most compelling ground for sustained monitoring. A passive rotator of any known class should exhibit measurable amplitude modulation or period drift across three independent observation epochs, yet the recorded flux density holds at 0.0034 Janskys with periodicity stable to four decimal places and zero detected decay. This degree of coherence over 38 successive cycles is not impossible for a natural emitter but falls outside the statistical envelope typical of uncatalogued magnetars or rotating transients at comparable dispersion measures. Combined with the source's appearance at 1,420.4 MHz, a frequency band subject to standing obligations under Accord IV of the Intergalactic Accords, the Tribunal cannot responsibly close the file on a presumptive mundane classification alone.

Accordingly, Grid Kappa-7 is to remain in active monitoring status at BETA clearance. The Vasilevsky crew shall preserve all raw interferometric and SDR-12 data under standard chain-of-custody protocols and await independent reduction results from the Authority archive at Ceres. Should the pending corroboration query to Proxima Station confirm or contradict the detection, the case may be reopened for reclassification at either party's request.
