Each report is assessed at intake, posted under a case number, and carried on the open register until it is corroborated, resolved, or placed under monitoring. Three independent corroborations transfer a case onto the Anomaly Registry. The desk records. It does not conclude.

Any observer files Form OWA-70. The desk issues a case number and an observation quality index at intake.
- 02CORROBORATION
Independent observers confirm or dispute the account. Instrumented confirmations carry greater weight.
- 03TRANSFER
At three independent confirmations the case is transferred to the Anomaly Registry for formal verification.
