Kuiper Lattice Watch

Mandate. Expedition OWA-EXP-2030-0447, designated Kuiper Lattice Watch, is chartered to establish and maintain a rotating passive observation watch on the 2029 Kuiper occlusion lattice from Deep Field Survey Grid Kappa-7, Outer System. The expedition operates under G0 microgravity and Radiation Class R3 conditions at a mean heliocentric distance of approximately 42 AU. Its primary mandate is the systematic cataloguing of all occlusion events detected against the standing survey grid hypothesis, with particular attention to temporal clustering, angular distribution, and any anomalous transit signatures. The expedition holds no active probe or intercept authority and is restricted to passive observation and data collection. Crew complements shall rotate on a 90-day cycle, with a minimum watch strength of four qualified observers at all times.

Reporting and Archive Obligations. The expedition shall file quarterly consolidated observation reports to the Common Archive no later than 14 days after the close of each fiscal quarter, formatted to Standard Deep Field Schema v.4.1. Each report shall include a complete event log, statistical summary, and a brief interpretive annex cross-referenced to prior occlusion lattice literature held in the Archive. Any single event assessed as Priority-2 or above under the Intergalactic Accords early-notification framework must be flagged to the Offworld Workforce Authority Operations Desk within 48 hours of detection, independent of the quarterly cycle. All raw observation data shall be retained on local storage for a minimum of five years and made available to authorized BETA-clearance auditors upon request.
