Inside the Interstellar Intelligence Directorate: Espionage After Disclosure

The Interstellar Intelligence Directorate does not recruit the way its predecessors did. There are no campus visits and no aptitude fairs. There is a posting board, a set of certification codes, and a fourteen month pipeline that most candidates do not finish.

The Directorate was chartered in 2179, when the Consolidated Intelligence Reform Act folded the signals, counterintelligence, and anomaly-analysis functions of eleven national services into a single body answerable to the Accord Council. Its public mandate is narrow: collect and characterize signal traffic of non-attributed origin, and protect human institutions from penetration by intelligence actors that are not human. Its classified mandate is presumed to be wider.

Training begins at the Directorate Academy with the SIGX-4 syllabus. Candidates spend the first four months on antenna physics, emission taxonomy, and the statistical discipline of not seeing patterns that are not there. The washout rate in this phase is deliberate. The instrument that fails most often in signals intelligence is the analyst, and the Academy would rather break an analyst in a classroom than at a listening post nine light-hours from review.

The advanced track, CI-7, is stranger. Four hundred hours of adversarial simulation against red teams instructed to behave in ways no human service would. Graduates describe the final exercise only as the mirror problem. The Directorate declines to elaborate, which is itself the most complete description available.

Compensation in the Directorate follows the standard Authority bands, adjusted upward for clearance burden. An OMEGA-cleared officer accepts restrictions on travel, correspondence, and publication that persist for a decade after separation, and the salary reflects the decade rather than the job. Candidates comparing requisitions should read the deployment line and the return guarantee line together. A negotiated return is not a denied return. It is a return whose terms depend on what the officer knows by the end.

The Directorate also maintains the least glamorous unit in the intelligence community: the Records Integrity Office, which audits the Directorate itself. Analysts who wash out of SIGX-4 on temperament rather than ability are frequently offered a records billet. The Directorate considers an auditor who wanted to be a spy, and is honest about it, more trustworthy than one who did not.
